Crawford County Commission lauded for 2010 audit

Crawford County Commissioners got a rave review during their Tuesday meeting from Terry Sercer, auditor with Diehl, Banwart, Bolton, CPAs, who presented the 2010 Crawford County audit.

“This is the third year I’ve done your audit, and it went really well this year,” Sercer said.  “I have good news for you for the audit.”

He noted that the audit covered only those funds that the commissioners oversee, and not those of other agencies that have some association with the county, such as Crawford County Extension.

Sercer went over the audit with the commissioners, explaining the terms.

“If you’ll look under ‘ending unencumbered balances’, you will see that there are no negative balances,” the auditor said. “This means you did not spend money you did not have, and did not overspend any budgets. There are no budget violations this year for the county.

Sercer also found no violations of Kansas statutes, and the same was true for federal violations.

There was over $1.2 million in federal money received last year in Crawford County, the auditor said, primarily Rural Development money going to the Sewer District No. 3 project.

Congress used to send its own auditors out to audit federal funds, but now local auditors become federal auditors to do this,” Sercer said. “There is no finding of non-compliance with the federal government.”

However, the section titled “internal controls” did show one significant weakness. Sercer said it actually wasn’t very significant.

“It is a weakness to have the same auditor prepare the financial statement, and then audit the statement,” he explained, “but it’s not economically feasible to hire somebody else to prepare the statement.”

“I like having somebody independent from outside come in and do this,” commissioner Linda Grilz said. “It’s like a check and balance.”

Sercer said there were also no “sensitive disclosures” for him to make, which would have referred to problems such as non-cooperation or problems working with county staff.

“I really enjoy doing this audit,” the auditor said. “You guys all do a really fine job.
