Committee recommends another deer bow hunt in city

CHILLICOTHE -- An ordinance to continue the deer bow hunt in Chillicothe for a fourth year will go before council after gaining committee approval Wednesday.

The Parks and Recreation Board met with Bob Nelson, Ross County officer for the state Department of Natural Resources. Nelson conducts the required test each year that each city bow hunter must pass, and he said 30 to 40 people passed the test in 2010.

Parks and Recreation Chair Tom Trutschel, R-1st Ward, said the city doesn't have the exact number of licenses issued by Chillicothe police for hunting within city limits, but Nelson said about half of those who pass the training get the city permit to hunt deer.

Nelson said to his knowledge there have been no reported incidents surrounding the deer bow hunt inside city limits. Hunters must have permission from landowners to hunt in the city, they must use a tree stand, and they must be more than 100 feet from an occupied structure.

Since the city deer bow hunt started in Chillicothe in 2008, there have been no reported incidents from hunters who signed up for the permits, and Trutschel said he has received fewer reports of deer being struck by cars and in backyards.

"Overall, I believe this ordinance is to control the deer herd, and I believe it's doing that," Trutschel said. "I don't get nearly the calls I used to, and it'd be a mistake not to continue it."

Some residents had cited safety concerns about operating a deer bow hunt within the city, but Nelson said most bow hunters who pass the test and get the permit follow important safety rules.

When the hunt first was initiated, there were a few issues with hunters trespassing on property, but Trutschel said those issues have been resolved for the most part.

In other city committee news, the engineering committee moved forward Wednesday on a request for $4,597 in the Engineering Department for a new computer to support updated software. City Engineer Tom Day said the current computer can't support newer software and can't open larger documents used for planning purposes.

City Auditor Tom Spetnagel said there is money in the general fund, but asked that sometime soon the city adopt a formal plan to regularly replace computers.

"I think a rotating schedule for city departments to replace computers would be the best way to do it moving forward," Spetnagel said.

The Engineering Committee also will ask council to allow the state Department of Transportation to conduct an inspection and load rating for the East Main Street overpass. The cost would be covered by the state.
