Ballot Costs Challenged
MAYVILLE - A Rochester-based business has threatened the county with legal action because the local Board of Elections plans to contract with an out-of-state printer - which will print ballots at a cheaper price.
For this November's general election, the county Board of Elections intends to print its own ballots for the new optical scan machines used by local voters. As a backup, the Board has contracted with Printing Systems, Inc. of Taylor, Michigan in case there is an emergency and the county needs an outside printer.
Phoenix Graphics, the Rochester-based business, says Printing Systems, Inc. is not a certified vendor with Dominion Voting Systems, the makers of the new machines used locally.
Phoenix Graphics and another printer, Fort Orange Press of Albany, are allegedly the only commercial printers certified by Dominion for printing ballots and each charge fifty-seven cents per ballot.
According to Norman P. Green, county Democratic Election Commissioner, as a backup, the Michigan-based business has agreed to charge less than 25 cents per ballot.
"Phoenix and Fort Orange have had a stranglehold on the voters of New York State," Green said Thursday. "They are the only two ballot printers licensed by Dominion and these two printers are the sole two companies approved by the New York State Office of Government Services for county use to print ballots."
John Conklin, a spokesperson for the state Board of Elections, said Thursday that counties can print their own ballots and that he was not aware of the threatened legal action.
Pressed for details about whether only two businesses are certified to do the printing for Dominion's Imagecast optical scan machine, Conklin said he would call The Post-Journal back. His call was not received by the end of the workday Thursday.
In comment to The Post-Journal on Thursday, Green pointed out the disparity between New York state and the rest of the nation.
"The problem is that while other jurisdictions in the United States using paper ballot optical scan printers are paying in the twenty cent per ballot range to commercial printers, our two New York State printers are both charging a fixed price of fifty seven cents per ballot," Green said. "Printing Systems, Inc. has agreed to print ballots for less than twenty five cents per ballot if we have an emergency and need an outside printer. Ballots are ballots and our dime ballots are working just as well as the ballots printed by the commercial printers.
